Established in 1983, the Bihar State Milk Co-operative Federation Ltd. (COMFED) serves as the implementing agency for the Operation Flood program, following the "Anand" pattern of dairy development in Bihar. The federation operates through six district-level Milk Producers' Cooperative Unions affiliated to it. These unions collectively cover thirty-three districts, with an additional five districts falling under the direct coverage of the federation itself.
COMFED actively markets its dairy products under the brand name "SUDHA." This strategic approach allows the federation to reach a broader consumer base while emphasizing the quality and reliability of its offerings in the market.
